Title

OaiHarvester resumptionToken handling improvement

Description

The OaiHarvester read the resumptionToken too literally from file,
which inhibited manual editing - newlines are now stripped.
Url-encoding is used when using the resumptionToken to allow for
unusual characters in an Oai-request.
